[Dual] Stun DC-17

In-Game Name: CG Commander Jaul

Suggestion: Removing the damage and spread of stun rounds

Reason for Suggestion: Removing the damage would make arrests and overall stunning people a way less riskier task. Taking into account we can only stun players and not Event Characters/Enemies or Criminal Characters [without staff approval], we do not want to risk killing or even harming someone for 45 damage when they need to be stunned for further processing, this is especially for lower healthed disobedient units.

The spread as well makes it unbearable to hit the target since they will most likely be trying everything in their power to dodge it, leading to sometimes hitting someone else instead of the target due to the shot not going straight.
