Allow Jedi to join council at 1st LT

In-Game Name: General Mace Windu

Suggestion: Change the requirement for a lore Jedi Council member to be 1st lt

Reason for Suggestion: Currently the rank of captain is usually reserved for spec leaders and there is 1 captain slot per spec leader position and its my belief that this would make it incredibly hard to justify promoting a Jedi to that position and could cause issues down the line with stagnation etc. Another thing to note with this a Jedi reasonably couldn't go above Captain anyway so pulling them out of the ranking structure and into an equivalence once they reach the rank of Council just streamlines and simplifies things.

Jedi captains don't currently take up a slot at any rank, they're merely a plus one in that rank.

I personally think assigned Jedi ranks are fine as they are.
