How will your suggestion benefit the server: Will entice members to spend money to get custom armour, will also let people personalize themselves to a small degree
Have you consulted any regimental command that this change may affect? (if yes say who): The custom armour should only effect regimental command if a trooper wishes to have custom armour relating to the regiment they're in.
(Regimental commanders should be able to deny a custom request if said custom is based/inspired off of their regiment.

Anything else: I would recommend this be done in a fair way
